Add a script to build debian package

Embrional script is there, but there's a list of problems to be addressed:
- most of binaries have been compiled but not installed, i.e. bellhop
- We are not really sure we want to touch system folders, like
/bin, /lib or whatsoever
- Currently deb is putting files on
/, which is an aberration from linux best practices PoV
