Reorganization of DESERT documentation

Description
There are some places where some phrases needs to be revised, rephrased etc.
- Subject changed from Improvements on doxygen text and content to Reorganization of DESERT documentation
We would like to clearly separate the usage domain from the dev domain, in particular:
- Create a mkdocs like documentation to be placed in github.io renderized website, stating clearly the usage of DESERT
- Keep doxygen only for dev [ and evaluate the idea to avoid doxygen and instead help developers setup their own IDE (i.e., vscode)
In the context of doc reorg, rephrase some places and some parts, which are wrong, obsolete, or could be explained better.
- Target version changed from 4.0.0 to 4.1.0
